Obama Administration Wants Another Family Immigrant Detention Center

The Department of Homeland Security and private contractor Serco, Inc. are in talks with local authorities to create a family immigrant detention center in Southern Texas, even as state and federal authorities struggle with litigation over two similar institutions in the state.

Efforts to create another family detention center in Jim Wells County would likely spark backlash among immigrant rights groups and raises the possibility of more legal wrangling over the Obama administration’s controversial policy of locking up predominantly Central American mothers and their children, many of whom arrive here seeking asylum or other humanitarian relief.

The Obama administration had largely abandoned family detention since 2009, but rapidly expanded it two years ago, as a rising influx of unaccompanied minors and families traveling together from Central America set off a national uproar over immigration.

The new center would be located at the site of a former nursing home, which closed in January 2014, according to the Corpus Christi Caller-Times, the publication that first reported the news.

Representatives of Serco presented their proposal for the family detention center Monday at the Jim Wells County Commissioners Court, the local elected governing body. The issue goes before an open hearing for public comment Thursday.

County Judge Pedro Treviñ-o, Jr., who did not return a phone call seeking comment, received authorization on Monday from the county commissioners to negotiate a deal with DHS and Serco.

Two of the four Jim Wells County commissioners told The Huffington Post they hadn’t heard of the proposal before Monday and were unaware that the family detention policy has been challenged in both federal and state lawsuits. Both commissioners said they hadn't decided whether they would ultimately support the efforts to create another family detention center in their county.

"I know that the economy could use some income, but I don’t know if that’s the kind of income we would want in the area," County Commissioner Emede Garcia, a Democrat, told HuffPost. "I have concerns about the liability part of it."

Commissioner Richard Miller, a Republican, said he wanted to learn more about the plans and the company before making a decision.

"We are going to look at different aspects of the situation and see if it would be advantageous to Jim Wells County to have that here," Miller told HuffPost.

Immigration and Customs Enforcement issued a Request for Information in April for a new detention center in South Texas -- an early step in the federal contracting process -- but hasn’t yet committed to moving forward with plans, an ICE spokesman said in an emailed statement. The specifications attached to that RFI call for the creation of a "turnkey ready" center capable of holding 1,800 detainees of both sexes, with a surge capacity of 1,900.

The county commissioners, DHS and Serco or another contractor, however, would have to agree to move forward with a proposal before details become concrete.

"The decision to move forward with a Request for Proposal (RFP) is pending," the ICE statement says. "As part of prudent management, ICE routinely considers and plans for various operational options to accommodate the dynamic and frequently unpredictable detention needs and trends."

Serco, a U.S. subsidiary of the British Serco Group, would manage the family detention center on behalf of Immigration and Customs Enforcement as a for-profit business. The company had lobbied members of the U.S. Congress for a family detention contract last year, according to the Guardian.

Alan Hill, a spokesman for Serco, said in an emailed statement that the company aimed to create a "residential center" rather than a "detention center."

"This includes providing safe, temporary housing with a complete array of needed services from a professional staff," the statement said. "Above all, Serco will treat families with dignity and respect."

But in practice, immigrant rights groups say getting locked in a family detention center differs little from getting jailed, despite the fact that many who land in one are seeking asylum or other humanitarian relief.

ASSOCIATED PRESSImmigrant rights groups and dozens of Democratic members of Congress have suggested that the Obama administration do away with family detention altogether.

Facing the uptick in unauthorized migration from Central America, the Obama administration converted an adult detention center in Karnes County, Texas, into a facility for locking up undocumented children and their mothers in 2014. At the same time, the administration hastily ordered the construction of a 2,400-bed family detention center in Dilley, Texas. Both are operated by contractors as for-profit businesses.

U.S. District Judge Dolly Gee ruled last year that the family detention policy violated the 1997 Flores agreement, which says authorities must hold undocumented children in the least restrictive setting possible and should generally favor releasing them. Under that agreement, children aren't supposed to be detained for longer than five days. After that, they must be released to a guardian or transferred to a child care facility.

In an attempt to comply with the ruling, Texas authorities have tried to alter state rules to license the family detention centers as child care facilities -- a feat of bureaucratic acrobatics that to many advocates amounts to stamping a friendly sounding label on a prison for moms and kids.

The immigrant rights group Grassroots Leadership, along with two women who have been held in family detention, filed a lawsuit last month to block the changes. The Karnes facility retains a temporary child care license issued days before the lawsuit was filed, but a state judge issued an injunction to prohibit the Dilley family detention center from receiving one. The Texas lawsuit is scheduled for a hearing in September.

"It is very disappointing if the administration is actually considering expanding family detention, or even shifting family detention from the current facilities to new facilities," Bob Libal, the executive director of Grassroots Leadership, told HuffPost. "It would be incredibly disheartening if the Department of Homeland Security entered into any new contracts for new facilities."

Lin-Manuel Miranda On Why Puerto Rico's Debt Crisis Is A ‘Life Or Death Issue’

Lin-Manuel Miranda is not throwing away his shot to make a difference, and says he's trying to be smart about using his platform to talk about issues he truly cares about.

"I am aware that every tweet is a press conference now, not so much when I was live tweeting Buffy when I had 5,000 followers," Miranda said a with chuckle in a recent interview with Judith Rodin, president of The Rockefeller Foundation. "It’s a little crazier now, but I also am aware that I have a megaphone at my disposal and it’s also more effective if I use it sparingly… so I really double down on the things that are really pressing to me, my core issues."

The Puerto Rican star and creator of the Tony and Pulitzer Prize-winning hit "Hamilton: An American Musical" was the latest intellectual to chat with Rodin as part of the organization's "Insight Dialogues" series. The two sat down in front of a live audience to discuss inclusivity in the arts, diversity on Broadway and a particularly personal issue for Miranda: the Puerto Rican debt crisis.

"I have a lot of family who are struggling in Puerto Rico, that’s not an abstract issue to me, that is a life or death issue occurring with my family," he said, before taking a minute to concretize the issue for Rodin and the audience:

There’s a million reasons Puerto Rico is in the state it’s in. A lot of it comes out of this uncertain [question], "What are we to the United States?" It’s become a tax haven. There’s been a lot of problems.

What we’re trying to do now is allow them to restructure their debt because that was a thing they use to be able to do and then for some reason in 1984, when someone threw it into a bill, they couldn’t anymore. They couldn’t do what any American city can do, which is declare bankruptcy and restructure debt. And this July 1 deadline is very real. [The bill is currently] in the Senate, I would hate to see people play politics with it to the point where this thing can’t pass.

But while Miranda understands the pressing need to pass the bill currently being reviewed by Congress, he hasn't been shy about pointing out its flaws. The star wrote an op-ed in New York's El Diario/La Prensa newspaper in May on the topic, and he echoed its contents during his recent conversation with Rodin.

"The [bill] on the [Senate] floor is not perfect," Miranda said. "It calls for austerity from an island that can afford no more austerity. It calls for the lowering of the minimum wage to 4.25 dollars an hour, which is what I made at McDonald’s in 1993. It is not a livable wage in 2016. So it’s not perfect, but it does allow for debt restructuring and it does protect pensions on the island, which is a huge problem. So it’s in the Senate’s hands."

Another key issue for Miranda this year will be the Latino vote, in a recent interview with the The New York Times the star said he'd dedicate some time to encouraging Latinos cast their ballot in this election after his final "Hamilton" curtain call on July 9. And he explained to Rodin why it's so important for people to take the Latino vote seriously.

"I remember, in 2008, pundits literally saying ‘Well, there’s a lot of Latinos right now, but maybe they’ll stay home,’ and they didn’t stay home. [Then] 2012 came around, 'Maybe they’ll stay home this time' and they didn’t stay home," he said. "The reality is the demographics are such that Latinos are going to be one of the largest groups in this country...so it is just vital that our voting reflects who we are and our populous, we have to make sure our voices are heard on every issue."

But Miranda's efforts to get Latinos to vote aren't necessarily aligned with a particular political party, he said he simply wants Latinos to flex their political muscle.

"We’re not a monolith, there are Hispanic democrats and there are Hispanic republicans, but we’re not going to know what that power is unless people show up," he said. "So that’s why it’s a priority for me… the power of us as a voting bloc is still there and waiting to be tapped. I want to see us come out in record numbers, and I want to see what that does for our country."

Scientists Create Eye-Popping Map Of Distant Galaxies

In an effort to gain a better understanding of the mysterious gravity-counteracting force known as dark energy, scientists have teamed up to create the largest-ever three-dimensional map of distant galaxies.

"We have spent a decade collecting measurements of 1.2 million galaxies over one quarter of the sky to map out the structure of the universe over a volume of 650 billion cubic light-years," Dr. Jeremy Tinker, a scientist at New York University’s Center for Cosmology and Particle Physics and a co-leader of the scientific team that created the map, said in a news release.

(In case you’re wondering just how vast 650 billion cubic light-years really is, it’s equivalent to the volume inside a cube that measures almost 51,000,000,000,000,000 miles on each side.)

The map "has allowed us to make the best measurements yet of the effects of dark energy in the expansion of the universe," Tinker continued. And the measurements show, he said in an email to The Huffington Post, that "Einstein was right once again" about gravity.

Or, as Dr. Rita Tojeiro, a research fellow in physics and astronomy at the University of St. Andrews in Scotland and the teams’ other co-leader, told The Huffington Post in an email, the map confirms our standard model of cosmology."

This map includes 120,000 galaxies over 10 percent of the survey area. The bright areas correspond to the regions of the universe with more galaxies and therefore more dark matter.

Though nonscientists often think of the universe as simply a collection of stars and planets spread throughout space, the reality is a bit more complicated. We now know, for instance, that more than 90 percent of the universe is "dark," either in the form of a mysterious substance known as dark matter (25 percent of the universe) or the little-understood force known as dark energy (70 percent of the universe).

We still can’t see the dark parts of the universe, but the map helps show how they affect the visible parts.

"In this map, we can see galaxies being gravitationally pulled toward other galaxies by dark matter," Dr. David Schlegel, an astrophysicist at Berkeley National Laboratory and another key scientist behind the map, said in another release. "And on much larger scales, we see the effect of dark energy ripping the universe apart."

The measurements used to create the map were obtained by hundreds of scientists from several institutions associated with the Sloan Digital Sky Survey III (SDSS-III), the Christian Science Monitor reported. SDSS-III is an astronomy initiative that aims to map the Milky Way galaxy, search for exoplanets and create a better understanding of dark energy.

A set of scientific papers describing the map was submitted to Monthly Notices of the Royal Astronomical Society, and these are just "the tip of the iceberg," according to Tojeiro.

She said the scientific community would use the map and the associated data "for a wide range of science, from exploring specific cosmological and gravity models to understanding themselves have evolved."

CC Sabathia's incredible revival carries Yankees over .500

It�s hard to know what would have been more unexpected a little over a month ago: that the Yankees would pick themselves off up the mat and get over .500 or that CC Sabathia would be the pitcher to lead them there.But Friday night, both things were true.Sabathia tossed another gem in a 4-0 win over the Tigers at the Stadium, where the Yankees won their fifth straight and improved to 31-30. It marked their first time above .500 since April 13, when they were 4-3.For Sabathia, it was his sixth terrific outing in a row.Since May 4, the lefty has given up just three earned runs � total � in 38 innings. And his ERA has dipped from 5.06 to 2.28. It�s the lowest ERA Sabathia has had in his career after 10 starts.�I�m not amazed,�� Brian McCann said. �When you�ve got that pedigree and you�ve got the career and the statistics he has, it�s not an accident. He just needed a game plan. That cutter�s really helped him out.�The pitch was effective again Friday, when Sabathia hurled seven scoreless innings, surrendering five singles and a pair of walks.�He�s the best competitor that you�re gonna find out. It was just a matter of time,�� McCann said. �When he found a game plan, he was gonna execute it.�Against the Tigers, he also got some run support for a change. The Yankees had scored just one run in each of his last three appearances � all losses.On Friday, they came up with three in the first inning alone against former Met Mike Pelfrey.Pelfrey loaded the bases with one out in the first and then walked McCann to force in the first run.Didi Gregorius � who is 10-for-21 with the bases loaded as a Yankee � sent a liner to left, where Justin Upton butchered the play and allowed the ball to get over his head. Carlos Beltran and Alex Rodriguez scored easily before McCann was gunned down at the plate to keep it 3-0.Pelfrey got into trouble again in the third. Brett Gardner walked and went to third when catcher James McCann tried to pick him off first, but instead threw the ball down the right-field line. Gardner scored on Beltran�s single to make it 4-0.Sabathia made sure the early lead stood up and retired the last seven batters he faced.�He got better, which is impressive,� Joe Girardi said.So much so that after needing 45 pitches to get through the first two innings, Sabathia still matched his season-high by going seven innings. And after being yanked following just 83 and 80 pitches in his final two starts in May, he now has thrown 111 and 108 pitches in his last two outings.�CC�s always been a guy who�s been better when he�s worked more,� Girardi said. �That�s always been who he is.�Dellin Betances came on to start the eighth and stuck out two before Anthony Swarzak finished it off in the ninth.The next challenge for the Yankees, of course, is to build on this recent success, which they weren�t able to do the last time they crawled back to even their record. It's not our leaders who make America great

Forty years ago tomorrow � on July 4, 1976 � the largest armada in human history sailed into New York Harbor to celebrate the bicentennial of the United States of America. It was composed of 281 large vessels and small craft numbering in the thousands, all led by 17 magnificent �tall ships.�President Gerald Ford sat aboard the USS Forrestal as the watercraft paraded before him along with more than half a million people.And everywhere you looked, there was an American flag.This was no small thing. It is almost unimaginable today, but in 1976 in many quarters, the flag had gone out of fashion except as an ironic fashion statement � something you sewed onto the rear pocket of your jeans, so that it was sat upon.At my tony Manhattan private school, the bicentennial was celebrated with a day-long symposium titled �The American Dream: Has It Turned Into a Nightmare?�The country was in a bad mood for good reason. Fifty-eight thousand Americans died in a war that ended with our countrymen scurrying onto helicopters from the roof of the Saigon embassy as the city fell to the Communists.A president re-elected with 61 percent of the vote was compelled to resign because he and his people tried to bug the rival party�s headquarters.Crime and inflation were on the rise everywhere. Arab potentates forced us into endless gas lines through an illegal embargo � an act of economic warfare � and we did nothing about it.New York City, the world�s financial capital, went broke.In the 1970s, New York City was struggling just like the rest of the United States.Photo: Getty ImagesAmerica felt like it was in decline because it was in decline. America felt bad about itself because the leading figures of its culture and its politics had lost confidence in the American experiment of its culture and its politics, and there was no one speaking up for it.But our collective self-abasement in the 1970s did not reflect the deeper truth about the United States, even with the United States at a low ebb. On that day of the tall ships, we saw our country again as it was and is � the shining city on a hill, the last best hope of Earth.On the cusp of Independence Day 2016, America remains what it has always been � the greatest and most far-reaching political experiment in human history. But as it enters its 241st year, there are few of us who really feel it.The spirit of the left was captured over the past year by Bernie Sanders, who has almost nothing good to say about the current condition of the United States and claims the country is being destroyed by inequality.The spirit of the anti-left has been captured by Donald Trump, who claims the country is no longer great and needs him to make it great again. The Republican Party has spent the years of Barack Obama�s presidency characterizing them as a cataclysm from which we may never recover.In so doing, they followed the Democrats, who spent the Bush years characterizing them as a cataclysm from which we would never recover.America remains what it has always been � the greatest and most far-reaching political experiment in human history.Obama came into office belittling the idea of American �exceptionalism,� but now would wish people thought the country great because he�s led it for the past 7? years.Hillary Clinton wants people to think America was great when her husband was president, stopped being great when he stopped being president, got pretty great when her party took over again, but still needs her either to restore Clintonian greatness or reach new greatness or whatever you want just so long as she can be in the White House again.The point here is that America has been getting it from all sides for the past 15 years. At different times and for different reasons, everyone has had an interest in painting things black.And it�s an enormous wrong that�s being done here, an offense against the truth.America is not great because of its leaders, who change, or because of the ideology they espouse, because that changes too as the views of the electorate change. America�s greatness has to do with the way it is organized. The central figure in the United States is the person. The central figure in the United States is you.In the United States, according to the astounding document that was signed in Philadelphia 240 years ago tomorrow, it is �self evident� that �all men are created equal,� and that they have �unalienable rights� to �life, liberty and the pursuit of happiness.�Photo: Getty ImagesThe adjective �unalienable� has tripped up schoolchildren forever, but it is the core word of the United States of America. It means that these are rights that cannot be taken away. They are part of what it means to be human. Efforts to take them away or abuse them are acts of tyranny.It is impossible to grasp just how radical an idea this was in 1776 � and how radical an idea it is now, in 2016. Indeed, it was so radical in 1776 that it could not be fully implemented, with African-Americans remaining enslaved for another 87 years and women remaining without the franchise until 1920.And it remains so radical now that we continue to fight political battles daily over efforts by government to abridge our unalienable rights at home, while abroad billions still live without rudimentary versions of the freedoms we enjoy.The central figure in the United States is you.Perhaps the most important freedom we enjoy is to practice our faiths. Outside the US, Christians are facing near-systematic elimination in Muslim lands while in China, the world�s largest country, believers of all kinds (Tibetan Buddhists especially) �continue to face arrests, fines, denials of justice, lengthy prison sentences and, in some cases, the closing or bulldozing of places of worship,� according to the US Commission on International Religious Freedom.Because the United States is made up of human beings, and human beings are flawed, it is a flawed country and always has been. But due to another flaw in human nature � our strange desire to concentrate on the negative and avoid counting our blessings � American politics, culture and our education system have come to dwell on the dark side as much today as they did in 1976.The history we teach our kids is a history of injustices and infamies � without the corresponding understanding that to a degree unknown anywhere in the world, America is self-correcting.Indeed, self-correction is woven into its DNA. That is why the Constitution itself allows the amending of the constitution � to fix the document�s flaws and extend the nation�s blessings (and obligations) to those denied them at the time of the founding.Photo: Getty ImagesThe preamble to the US Constitution explains its purpose is to �secure these blessings for ourselves and our posterity.� Since the Constitution is not fixed in amber and can be amended, the act of securing these blessings for ourselves and those who follow us has remained an obligation for every American from that day forward to this.It�s not just the Constitution. We self-correct every year, through elections at the local, state and national levels that give us the power to change the country�s direction when that direction leads us so terribly astray. In 1976, four months after the tall ships, the country sought to purify its corrupted politics by electing Jimmy Carter, a former Georgia governor untainted by Washington scandals who promised, �I will never lie to you� as president.When Carter proved to be alternately hapless and feckless in addressing the country�s financial and international ailments, we changed direction again four years later by electing Ronald Reagan, who vowed to attempt radically different cures for our ailments. Within a decade, the US economy had exploded and the Berlin Wall had fallen.Our freedoms reside within us. That is the message of America. They are a part of us. Indeed, according to the philosophy that created this country, they reside within every living person on Earth.The luckiest people on Earth are the people who are born Americans, or who become Americans.But exercising our freedoms � now, that�s a different story. We have the precious gift in this country of exercising them pretty much at will. And that means too many of us have come to take them for granted.We do so in part because we are human, and we are flawed. But we are also seduced into thinking our birthright as Americans is not what it truly is � the most precious gift any group of people has ever enjoyed. The long, slow NFL Draft falls of Connor Cook and Cardale Jones

CHICAGO � A bad attitude by Michigan State�s Connor Cook and bad timing by Cardale Jones of Ohio State proved costly for both Big Ten quarterbacks in this year�s NFL Draft.Cook�s stunning freefall finally ended Saturday afternoon when the Raiders traded up to select him in the fourth round (100th overall) to be young starter Derek Carr�s backup.Cook � a first-round talent who ended up being the seventh quarterback taken � said it �hurt� to endure a plummet, which many scouts and executives chalked up to his cocky, unlikeable demeanor in pre-draft interviews and workouts.�I think I�m one of the best quarterbacks in this draft class, but nothing is ever easy and nothing is ever perfect,� Cook told Bay Area reporters after his selection. �Everything that I�ve been able to accomplish at Michigan State is never easy.�Going on to the NFL, it�s definitely going to get a little bit harder and more difficult,� Cook added. �Obviously, seeing all the other quarterbacks go, it hurt, but I�m just ready to be a Raider and ready to get to business.�Jones, meanwhile, also went in the fourth round as he was scooped up by the Bills with the 139th overall pick to back up Tyrod Taylor.That was quite a comedown for a player scouts said likely would have been a first- or second-round pick in the 2015 draft had Jones struck when the iron was hot and left on the heels of leading the Buckeyes to a national title.The 6-foot-5, 255-pound Jones instead returned for his junior year and ended up losing his starting job during the season, forcing him to rebuild his image with the NFL all over again.As for the 6-foot-4, 215-pound Cook, scouts and executives said concerns about his demeanor and how well he would get along with teammates were obvious from the fact Michigan State�s locker room didn�t even vote him a team captain last season.Cook�s snub on national TV of former Ohio State great Archie Griffin after a championship victory last fall didn�t go over well with NFL talent evaluators, either.Cook is now in a familiar position for a Michigan State quarterback who fell in the draft in part because of attitude concerns.Ex-Spartan Kirk Cousins dropped to the Redskins in the fourth round of the 2012 draft and was considered an afterthought at the time to Washington�s first-round pick that year, Robert Griffin III, before eventually winning the starting job and leading a playoff drive last season.Cook appeared to be most upset by the snub from the nearby Browns, who took USC�s Cody Kessler � a much-less polished product � in the third round while Cook stewed.Cook appeared to take a jab at Cleveland and the Browns on Saturday when he discussed his eagerness to get to Oakland.�I�m just happy to be a Raider, and I�m looking forward to it,� Cook told reporters. �Being out in California is a little better than Ohio, weather-wise.�Cook said he heard the critics of his attitude and promised to let the results of that criticism drive him.�It�s a lot of motivation,� Cook said. �Seeing all the other quarterbacks go when you think you�re a pretty good quarterback, it just motivates you. Dismissed Notre Dame DE makes Giants tryout pay off

After his first practice Friday at Giants rookie minicamp, Ishaq Williams seemed pleased with what he put on the field.�I think I did well,�� he said. �I gave my all, so I have to live with it.��The Giants clearly agreed. Williams� tryout resulted in a three-year contract offer, which he will sign Monday, meaning he gets to stay with the team and compete this spring and summer for a roster spot.�Dreams really do come true and hard work pays off,�� Williams wrote on Twitter on Saturday night. �I can�t wait to show them they made a great decision."Williams, a defensive end, starred at Lincoln High School in Coney Island, and big things were expected from him at Notre Dame. That did not materialize. He was one of five players suspended from the team for alleged academic fraud. He last played football for the Fighting Irish in 2013, so earning a contract after his minicamp showing was a long shot.�The Giants must have seen some of the same flashes of crazy athleticism that I have witnessed,�� Adam Sattler, Williams� agent, said. �He knows this is really just an opportunity to make the squad, but he is excited about the chance and appreciates the Giants believing in him enough to grant him this shot.��Williams, 23, said he was so distraught after the suspension that he ballooned to more than 290 pounds on his 6-foot-4 frame. Troopers surprise 10-year-old after nobody came to his birthday party

A 10-year-old boy in Arkansas said his heart sank when his mom sent 21 classmates invitations to his birthday party earlier this month, but nobody showed up.Two days later, the doorbell rang. A group of state troopers stopped by, and they brought cake."They had come to give me all that stuff and make up their own birthday party for me," Toxey Ahrabli told KTHV. "I cried a little bit because they did that for me."At first, a few parents said their children would attend, Toxey's mom told ABC News. "We thought there were at least five kids coming," Angela Andrews said. But she told the news station one child fell ill, and the others were no-shows.She wrote about her son's grief on Facebook. Some state troopers noticed, and agreed the boy deserved a surprise party at his home in Hot Springs Village.Toxey said he was "scared and at the same time trying to figure out why they were here." But along with the cookie cake, they had gifts ranging from video games to a razor scooter."They showed me all the keys to do the sirens and the horn. I also got to see the cage with the dog in it," he told KTHV. They also played a round of basketball."Cpl David Forthman, along with Troopers Terry Sawyer, Kyle Sheldon, Brandon Cook, and Tim Callison are the reason we become troopers.
